The Government of Pakistan (GOP) intends to carry out spectrum auction in 2100 Hz, 1800 MHz and 850 MHz bands. All existing Cellular Mobile Operators as well as New Entrants will be eligible to participate in the spectrum auction. However, 850 MHz band is reserved for the New Entrant(s) only.
Pakistan Telecommunication Authority (PTA) under the provisions of Pakistan Telecommunication (Re-Organization) Act, 1996 (the “Act”) invites Applications from interested Pakistani and foreign applicants/bidders (duly incorporated/registered with the Securities and Exchange Commission of Pakistan (SECP) in Pakistan under provisions of the Companies Ordinance, 1984) as per the details, procedure, requirements and criteria laid down in the ‘Information Memorandum’ (IM) published and available at PTA’s website (www.pta.gov.pk).
The successful applicants/bidders/winners of the spectrum auction will be granted license(s) under provisions of the Act by PTA for a period of fifteen (15) years as per applicable policy of the GOP. The base price is USD 295 Million for 10 MHz block in 2100 MHz band; USD 210 Million for 10 MHz block in 1800 MHz; USD 291 Million for 7.38 MHz block in 850 MHz band.
The Application duly filled alongwith the ‘Pre-bid Deposit’ of 15% of the base price must reach at the address below as per the scheduled date and time given in the IM. Any Application received after the closing date and time will not be accepted and shall be returned unopened. An authorized representative of each interested applicant/bidder shall sign & stamp all pages of the Application. The representative’s authorization should be confirmed by a written duly signed and stamped Board Resolution and a ‘power-of-attorney’ accompanying the Application. For each Application, the interested applicant/bidder shall submit one (1) original and two (2) duly signed and stamped copies in a sealed envelope clearly marked as “APPLICATION TO PARTICIPATE IN THE SPECTRUM AUCTION FOR NEXT GENERATION MOBILE SERVICES IN PAKISTAN”. This envelope shall bear the submission address and shall be clearly marked as “DO NOT OPEN, EXCEPT IN PRESENCE OF THE SPECTRUM AUCTION COMMITTEE”. Each Application shall be marked as “ORIGINAL” or “COPY”, appropriately. If there are any discrepancies between the original and the copies of the Application, the original shall prevail.
PTA will inform the qualified applicants/bidders through email or telephone or FAX. The submission of Applications shall not establish any right or claim whatsoever of any applicant/bidder against PTA. PTA reserves the right to add to, amend, modify, alter, omit or change anything given in the IM or cancel and/or annul the spectrum auction or reject any or all applications at any stage without assigning any reasons or justification.
